Accessibility policy for the ePalkkio ja matka form

This accessibility policy pertains to the ePalkkio ja matka form, which is the responsibility of the Finnish Government Shared Services Centre for Finance and HR (Palkeet). The policy was created on 1 August 2024. The accessibility of the online service has been evaluated by a third-party specialist.

The Finnish Government Shared Services Centre for Finance and HR aims to ensure the accessibility of its online services in accordance with the Act on the Provision of Digital Services (306/2019).

Accessibility of the online service

This online service meets accessibility requirements partially (WCAG 2.1 criteria, A and AA levels).

Alternative means of access

If you are unable to complete the form via the ePalkkio ja matka online service, you can contact the contracting authority (the government agency that placed the order), which will provide further instructions on how to proceed.

The following content and/or functions do not meet the requirements:

Errors in the form’s heading hierarchy

The order of heading levels in the HTML code is partially incorrect because the tabs do not appear as heading levels. This may make it difficult to use the form with a screen reader.

The following accessibility requirements are not met: WCAG 1.3.1 Info and Relationships (A).

Problems with the reflow of the form’s elements

Forms may contain structural elements that require horizontal scrolling on narrow screens or do not work with assistive devices. When submitting the form, the confirmation window may open at the top of the page on some small screens, making it difficult to find.

The following accessibility requirements are not met: WCAG 1.3.4 Orientation (AA), WCAG 1.4.10 Reflow (AA).

Challenges in identifying errors in mandatory fields

If any mandatory fields are left empty, a notification text will appear in red at the top of the page and next to the respective fields. A screen reader user must find the empty fields by scrolling through the fields again.

The following accessibility requirements are not met: WCAG 3.3.1 Error Identification (A).

Problems when using selection buttons

The way the selection buttons on the form are labelled in the HTML code does not support the use of screen readers.

The following accessibility requirements are not met: WCAG 3.3.2 Labels or Instructions (A).

Re-authenticating and session expiration

When using Suomi.fi identification, the maximum session length is 30 minutes. A notification will be issued when a session is about to expire, but if the session expires despite the warning, the user will not be able to save their incomplete form. An incomplete form can only be saved during a session. In order to successfully save the form, the information entered into the form must be in the correct format.

The following accessibility requirements are not met: WCAG 2.2.5 Re-authenticating (AAA).

Deficiencies in the heading levels of PDF printouts

The absence of heading levels may make the navigation of PDF documents difficult, particularly when it comes to long forms.

The following accessibility requirements are not met: WCAG 1.3.1 Info and Relationships (A).

Deficiencies in contrast

The contrast between text and background colour is insufficient in all parts of the form and PDF printout.

The following accessibility requirements are not met: WCAG 1.4.3 Contrast (AA).
